C'est embêtant cela... Ce qui est surprenant, c'est que la mise à jour a donc modifié la langue par défaut? Impossible donc de retélécharger et installer le français? Curieux.
J'ai trouvé une situation analogue
Solution proposée:
"Allez dans Panneau de configuration - Langue - Paramètres avancés - Réinitialiser (ou Restaurer les paramètres par défaut au bas de la page).
Redémarrez les fenêtres.
Maintenant, allez dans Paramètres ou Panneau de configuration - Langue et installez votre langue. "

After a lot of searching here on the forum and testing a lot of solutions that were proposed for similar problems with Win 8 and 8.1 I finally found one that appears to have resolved the issue.
So here it is to help other users:
"Go to Control Panel - Language - Advanced settings - Reset (or Restore Defaults at the bottom of the page).
Restart the windows.
Now, go to Settings or Control Panel - Language and install your language."
After restoring defaults and rebooting, the language settings in Control Panel then consider that Internet is available and the latest English Language Pack for Windows 10 Version 1607 downloaded and installed OK.
